Honestly, OP is right, the hair is an impressive technical feat
Try turning slightly with long hair while walking, you'll get 3 seconds of hair flying all over the place, at right angles to your head.
Also it still floats a hand width infront of your torso with some of the hair styles.

They are strand-based , instead of card based. Unreal engine and artstation have a lot of strand based hair for sale . The major issue is to optimize them for gaming . So far the riggin is actually below the standard , you can see in fifa even the roots are moving , the one they used in Dragon Age is actually the watered down version.
