I believe you have to upload the photos yourself in the artwork area, I don't use Steam, so I could be wrong. The photos you took should be in the BioWare screenshot folder on your pc.

They're separate and can't be uploaded as screenshots. You can upload 'em as artwork, but may run into size limits if you're running at a modern resolution.
That said, what you can do is enter photo mode, set up the camera etc. how you want them, hide the UI, and *then* use the normal Steam screenshot functionality so you can directly upload the results.
