Why are stats on gear locked?

I don't see an explanation of this anywhere in game. My chest armor for example. The armor rating itself is unlocked of course, but the stats are locked.

Level it up to unlock the locked stats.

There are two systems on gear, level and rarity.
Level increases the base power, rarity unlocks a new stat.

Each time you find or buy a duplicate item it upgrades the rarity, and will also auto-upgrade the level to match your current Caretaker level, or you can spend resources at the caretaker to upgrade the level at any time.

Thanks! Sounds a little confusing, but I think I'll get the hang of it. I've just enjoyed playing so far and haven't researched the systems much.
