Revival Charge

How do you actually recover revival charges?
I had 0/1, used it on some fight, and now it's always still 0/1 (as opposed to before where it was just 0 because I didn't have any.

Every guide seems to say you get the charges back every single battle, but that's not happening for me. Either they're all wrong (which tbh they all seem to be quoting the same article and just copying it word for word anyway, so its possible) or I'm missing something?

Whatever refills potions (not barrels), like fast travel, should refill it?

ah, that's kinda . . . bad then, because I almost never fast travel lol
that makes more sense as to why it never recovers though
