A lot of players and their wallets would disagree. A lot of people trust the Metacritic score more than anything else. The need to take the extra step to provide a review is seen as means of making the review more legitimate than steam reviews.

Can you prove they are removing reviews from Steam?
Metacritic anyone can review the game meaning it can be review bombed to hell. Whereas Steam you need to actually have played it making it a better metric.
I'm 6 hours in and it's okay. 6/10, maybe a 7/10 at a push.

This is a misconception that a lot of people get. If you buy and refund the game, your review isn't deleted but it doesn't count to the overall review score of the game on the Steam page. That happens with all games as far as I am aware. Some people consider that to be deleting negative reviews.
The only reviews that actually get deleted are ones that break Steams terms and conditions, such as making reference to political figures or containing actual hate speech.
Why they haven't introduced a minimum play time of 2 hours or something for reviews (and extended refund time alongside that to say 3 or 4) I do not know.
If you introduce a 2 hour window for game reviews then shorter games won't get a lot of reviews. User written reviews are flawed on any platform. Fanboys will rate a game 10/10 just because and haters will rate a game 0/10. It's always been a thing on every single game on Metacritic.
Steam handles it pretty well by showing playtime, if the game has been refunded or if they got it for free etc.
I don't get how people buy games purely on score either tbh.
