This is an actual criticism I can get behind. The Inquisitor getting relegated to a a side character when it's a continuation of their story is pretty annoying, though Veilguard was in dev hell for a good period of time so it's possible this is just a result of that. I imagine in earlier versions of the story the Inquisitor would have had a much larger role in things, and Rook just ended up stealing the show further and further as time went on.
Personally what I would have loved to see is Varric be replaced by the Inquisitor. You can customize them and make your major decisions from Inquisition during character creation so it would have been neat to remake your character from Inquisition right down to the class and spec choices and then have them with Rook on the first mission as an NPC instead of Varric. Would have been a great way to pass the torch from one player character to the next.
Rook has no emotional drive.
Rook has no hook.
Rook is a schmuck.
