Do you need a 4090 to play this game nativly at 1440?
I just set my settings to 1080 (normally play 1440) , FSR to Ultra Performance, Dynamic Resolution on, Upscale Resolution down to 0% it was so blurry u couldnt even see anything at this point i was just trying to get my game to run at 60...NOPE no matter what I did it wouldnt crack 60. Only if i droppped to 720 with all that other stuff i got to 60 by then the screen looked like a VanGoh painting. Im on a 6700XT/3800X NVMe SSD!!! Cyberpunk run 90fps!!!

I just checked my system using Windows Performance Monitor and the game is using my CPU at 100% and my GPU (3080ti) is at 89%. I had a hunch something is not right since, even when building shaders for the first time, my CPU was getting warm/hot. Luckily the game runs fine for me BUT I can easily see this causing problems for some PCs.

Normally my CPU utilization is way less than 100% and my GPU is normally fully utilized at 100%.

SO...I guess the good news is a patch should fix this CPU overuse issue. No idea if this is your problem, just wanted to mention it.

You haven't even played it mister bot account. You got 16 hours of playtime in 2 weeks, you only play like a few hours or less on each game, Typical bot account,

I have it on EA App (old Origin) with EA Play Pro sub. For a 20$ game its amazing. I am Mage with dagger.

No ... I've a 4080, are on Ultra everywhere and have regulary 150+ fps (okay, admitted, DLSS active and on quality)

One rig I have is fine, 3070ti and 7800X3D, very smooth gameplay hardly any dips in performance even with heavy fighting etc.

To be honest your 12700F is only 2.1ghz base clock speed, but can turbo to 4.7ghz, so no idea why you are getting problems, should work well, there is a bit of a bottleneck with the 3070ti but not by much around 10-15% performance drop.

I am surprised your 3080 ti is performing well with the 9900K, even if you have overclocked it, I noticed later you mentioned high utilisation this is probably why, the 9900k is a bad pairing for the 3080 ti, you are looking at a 30%+ bottleneck on the GPU
