Report a translation problem
It helped a bit lowering the screen refresh rate from 144 Hz to 120 Hz. However, in menus etc. the flickering came back. If I leave the game and comes back then I get washed out colors for awhile until it fixes itself.
I have installed the latest Nvidia 566.03 driver. However, I think this version might have issues with Dragon Age Veilguard even though it says it supports it.
You gotta be joking me. This game is amazing.
The stuttering issues are the only problem I'm having with it. Everything else is fantastic. This is the most polished game I've seen in a while. From UX to menus to animations to area design, and especially the combat, this is the best ARPG I've played in a long time.

Restrict background apps and downloads
Adjust in-game settings
Adjust settings in your computer
It must be your drivers. Try DDUing your driver, and doing a clean install.
I'm running an AMD RX 7800 XT and when I used the latest drivers, the game does a weird thing that, even when my monitor is set to 144Hz, turning on vsync caps my frames at 90. I had to install the preview driver that supports Veilguard to get it work properly.
I have similar specs to yours with an RTX 4080. I also encountered a stutter every 3-5 seconds on every graphical setting. I know my computer can run it, but the game refuses. I noticed that my GPU was dropping to 0% during each stutter, which I thought was weird.
I have manually set a 60FPS limit through the Nvidia control panel and that seems to have fixed the issue. Setting the FPS through the game itself did not. Hoping others are encountering this issue as well and will share a better solution, because I would love to play this game at higher than 60FPS!
