We are observing this over and over in the past year or two with every next release. It's like the games are rendering on the CPU and not the GPU.
You boot up Arkham Knight from 10 years ago pump it to 8K and your PC is 70% load while the game looks better than current garbage...
Look at this Benchmark. Game is pushing R7 7700X to 90C at 70fps !??!? Not 170, just SEVENTY

Just to mention that "Frostbite" engine used for Veilguard is from 2008.
Compare how Battlefield 1,3,4,5 & Star Wars Battlefront 2 work and look on the same engine and you will find out which of the two options is the root cause.
Not disabling cpu ultra boost at power settings, cause it lowers temps but also decreases performance a lot (for many).
Instead, lower maximum cpu energy from 100% at max, to 95 or even 99%.
My temps gone from 90 to 58 XDD
Same performance at 2k ultra on 3060ti / i5 11600.

It's not, but it actually is the norm nowadays. When games for the "modern audience" see a CPU, they USE it ALL even at 60fps.
Can't find "processor performance boost mode" In the power plan editor all I got is Processor power management , Min processor state, system cooling policy and maximum processor state. Nothing about disabling the boost mode so this doesn't work for everyone unfortunately from the looks of it.
This friggen worked like a charm, though I lowered my minimum to 99% and kept max at 100% and now the CPU temps runs in the 60s like all my other games. Thanks for the tip I shall spread the word! until they fix this like Spacemarines 2 fixed their shii... well If they fix it that is, but this worked great.
Setting "Maximum CPU state" to anything less than 100% means it's no longer going to be able to boost.
So, I'm afraid you are doing the same thing. Unless this game behaves differently to anything else I've seen so far...
