If you played the previous games first, world states would carry over, though Veilguard has that pretty restricted compared to previous entries, so they don't matter as much, which is a shame for some.
OP, you can probably start with any Dragon Age and still feel fine but I would say for Veilguard, you would probably want to either play Inquisition + Trespasser DLC or at least watch a video on it.
People are just hating on the fact that their world state no longer carries into DAV but that does not mean that DAV does not continue on from Inquisition + Trespasser and I would think you would be quite lost without the info from Inquisition at least.
So you might not understand whats happening... idk. Guess we'll find out.
That said, you can probably find lore videos to catch up to it.
Objectively, the world state thing from Dragon Keep would not be in DAV. There will only a small number of choice you choose at the character creation screen that will reference stuff that happens in DAI, so yeah, your leftover world state is basically a handful of choices from DAI. So yes, it is a good point to start the game, just watch an Inquisition + Trespasser lore video or something.
The safe way would be to play the first three now and then by the time you are done, you can buy this one if it turns out being good.
Well DA2 also had save imports for unique dialog and character appearances depending who your character was, and what they did. It's just been a thing that DA did. Except now.
But also directly continues on from Dragon Age Inquisition and the Trespasser DLC specifically, so I would watch a video summary of that!
The main important character you'll want to know about is Solas.
Though they also give you a summary at the start of the game, so honestly you might not need to do that! <3
