Where can I find Bellara's and Neve's upgrades?
I'm nearing the end of the campaigns and these two ladies are still using Blue items..not even purple and nary 1 legendary...

Some of their stuff is found out in the world in chests as you play. Other upgrades for weapon and armor are found at the Shadow Dragon's vendor for Neve and Veil Jumper vendor for Bellara. You have to level up those factions' vendors to get the upgraded versions of gear.
