Picked Minrathous vs Trevisio - Can I Merchant Rank 4 Trevisio?

I've got all other merchants are rank 4 except trevisio. I naturally dont see the merchant after choosing Minrathous over Trevision but was wondering If the merchant CAN be regained and ranked up later in the campaign? I've got full 3200 Reputation with the Crows

No. You can only improve strength.

You can get the missing equipments at the crossroads, there is a substitute trader, a wisp, where all the ghost gather

Sadly, you can't really do much with the faction you DIDN'T choose. I found out the hard way on a second playthrough where I decided to save Treviso instead of Minrathous BEFORE I got Shadow Dragons merchant to Level 2 and missed out on the Crystalize rune. I haven't unlocked the Black Emporium in this playthrough yet, so hopefully it'll turn up there, because the Shadow Dragon wisp merchant in the Crossroads doesn't have it.
