To answer OP's question. Yes, most definitely.
Little joke. But for me with DAV it IS the end of DA age. If they make another one, then it must show, at least for me, some more mature & realistic settings. Special for the part of the companions, get rit of that childish way of character creation for an adult rated game.
Due to having been burned from previous Bioware releases in the last couple of years I'm highly hesitant to get ANY games from this dev despite that it used to be one of my favorite game devs. And thats my point to this.....I havent played this game like so many others but this release alongside others like ME:A and Anthem has left many disillusioned with any Bioware game.
In short, unless and and untill they can release something that will be good and unite ALL gamers instead of alienate half or more of them....doing a sequel for a profit hungry owner like EA will be a uphill battle.
Part of the problem with the development of this game was that it was tied heavily to the Tresspasser DLC, and honestly you could have tied that story up in an additional DLC for Inquisition that was like 12-20 hours long.
It also may have been more cohesive, but I think what they tried to do was make everybody's choices matter, and that just doesn't work. That doesn't mean I don't want my choices to impact the world, especially within the game's story, but if we're choosing between a bland story that tries to satisfy everyone and a focused compelling story, I'll choose the latter every time.
Eventually you need to settle on what's cannon and we can't all be cannon if the story is going to continue.
It's probably for the best that the next DA game won't have to deal with any loose ends from this game. It's also largely self-contained, so you don't really need the identity of Rook be an important part of the larger DA saga. Whereas who the Inquisitor turned out to be matters quite a bit, and based on the effort they put into the ending, the female Elf that romanced Solas seemed to be cannon, even though they try to include everyone else when it's flimsy at best.
And it's proven to've been a very shaky foundation at best. Building on that would be problematic.
Also we can't really discuss this sort of topic without addressing BW as a whole. The focus is now entirely on the next ME game and series on Prime. If those fail to impress, BW will not be able to make a next DA game because BW will likely not survive that.
