Lucanis and hero of veilguard skill

1. I have done his last quest I think Murder of Crows
2. I saved Minraytheous and not Treviso. So I auto imprison Illario
3. I don't have hero of Veliguard for Lucanis(I'm at bond level 8 with him).
4. Main mission is before For the Love of Treviso
5. I also did talk with him every time I can.
So the question when exactly did I get the hero of veilguard and skill with him?

You can get it without saving Treviso.

I don't know when exactly, I just did all the his quests, talked to him and sold valuables to the crossroads merchant to get the faction rep maxed (I'm not sure the faction rep was needed).

His questline is the the attack on Treviso and the kidnapping of the First Talon.

You get a dialogue with him after getting the location of the Gods from the Butcher and killing Ivenci.
