How I solved my stuttering issues
I thought I would share as I'm sure this is being experienced by many other people. I have a beast machine (4090) and was still experiencing annoying stutter and micro-stutter. I've narrowed it down to two causes:

1. DLSS Frame Generation. DO NOT USE THIS. This introduces stutter, always, not matter what your other settings are. Turn this off.

2. MSI Afterburner - I noticed I get stutter when I have this running in the background, even without any overclocking applied. I figured out that it was the monitoring that Afterburner does. Went into settings->monitoring and turned everything off. Boom, stuttering gone. This might also be happening with other OC software, or really any other software that is polling your hardware in the background. I suggest turning everything OFF.

This eliminated 99% of the stutter (there is still some stutter inherent to the game when you transition from one section of the map to another, for example I can reproduce this 100% when using a certain zipline in Treviso).

Huh...I have a 4060 TI and have seen no stuttering at all. Also running MSI AFterburner and using DLSS :shrugh:
