Cannot catch "a rare fish" [spoilers]

It's Ramadan 30, 1444. 8:30 PM. I've spoken with the Mad Fisherman, I've found the Door, I've read The Kaba book, I've imprisoned the Jinni, but cannot catch a key. I was fishing all night, but still no key, regular fish only. Am I supposed to finish all the tasks of the Sultan of Shifa first to be able to catch a key?
