Complete The Ring Quest which is the quest that starts when you see a rich couple arguing about a wedding ring. After completing the quest with any result, you can buy a Wedding Ring from Zella.

P.S. I've made a guide for the game, which has a lot of info. So might be worth checking that first in the future so you aren't waiting 5 hours for a response. :P
