I think the people who had a fit were probably completionists. For them it would be bad as they would feel compelled to buy all the pops with codes in order to unlock all the skins. Despite being a bit of a completionist myself I have to say though I kinda like the idea.
They would need to add some sort of code redemption feature, which would require
1. Making it only apply to newly made Funkos with a new packaging, which screws over people like you who already own that Funko
2. Do that but also make it so you can contact support to get a code for your Funko, which would be a huge PITA for.. no perceivable financial gain
Problem with uploading pictures would be the risk of fraud. If they'd do that, they would undoubtably wanna use it to boost sales of the game and the Funko Pops, so they wouldn't wanna have people upload pictures of the same Funko Pop over and over to obtain the skins on multiple accounts. They would need some unique code they can disable after use and I personally wouldn't know if there is already such a unique code on the Funko Pops people currently own.
