Spinning Cars???

At points in the game i cant progress and somewhere in view theres a car spinning and glitching out, whats going on?

Incredibly late response but it is just in case it might help some people out as it helped me with the issue: Turn around and try to keep interacting with the TV in the top left corner behind the counter. Often this will relieve the issue. Otherwise the spinning car softlocks the game as the NPCs can't leave, it seems.
