Why my game is laggy when FPS counter show me 75 fps?

I tried 1.01 version and it works fine for me, but its piracy and i dont like piracy. How i can fix 1.14 version(steam)?

It's been a while since your post and perhaps you've solved the issue by now but I found this post while searching for a solution to exactly the same problem - my video stutter was even worse than what I saw in your video. I knew that hardware was not the problem because my system specs are even higher than yours and it had run smoothly with all settings at max in the past. My issue eventually resolved itself when I installed a number of pending Win10 updates and restarted my laptop. Before that I had many applications open and had not restarted in months, so I figure that some software component the game relies on for graphics had become unstable. Hoping this response will help someone else who runs into the same problem.
