If they refund the money for the pre-orders of the first season content, then sure.
A lot of people already paid for atleast some of the content. Financial departments don't like returning money because of refunds so i'm fairly certain the paid content will be provided. Also i'm fairly certain a lot of the paid DLC was already finished before launch.
Besides, based on what i have been seeing from the modding community i don't need BBI to deliver more content because there are already some really good mods in the works. Also there are already a bunch of great player made skirmish maps and it looks like at least one modder has figured out how to create wargames maps.
In my opinion, BBI just needs to focus on getting the core mechanics a little more polished.
Sued into bankruptcy......nah they only have to refund 20$ and all obligations are met. and returning 20$ compared to investing further resources into the game might be a cheaper alternative for Take 2...who just recently acquired Gearbox. They are about this enterprise making money, they are going to do what's best for the bottom line as always.
Did they, I've been searching for any news at all and can't find anything, even on the discord. nothing but dead radio silence, but then they do say no news is good news.

If you don't have the DLC, you simply could not select the new faction fleets in wargames, that's it.
Currently, in the Core Content, if you didn't get the fleet command edition you cannot access the retro Kushan Carrier fleet for Wargames, same principle.
I think you don't get it because you don't have the game, those mechanics are already integrated into Wargames now. Also, in terms of announcements they only mentioned the new factions in connection with Wargames. I hope that they are also in skirmish, but I have not seen an express statement to that effect.
