yes and since then they have also said that the only mod support will be a tutorial on how to make you own maps in UE if you want to delve into UE further that its up to you! ( ie none)

Except that you can have denuvo and modding simultanously. The people posting that you can't are just upset about the inclusion of denuvo.
An example of a game with mod support and denuvo is anno 1800.

So without further clarification how in depth Denuvo is going to be you can more or less write off any serious modding on Homeworld 3.
Except one could say the exact opposite of you shouldnt write anything off until you know denuvo is being implemented, especially when the devs have posted there will be comprehensive modding tools. Honestly though this is all a non issue in my opinion cause i doubt anyone will really want to mod homeworld 3. All the homeworld 2 modders are already used to the hw2 engine and even then there was not a push to mod hw remastered significantly even though it uses the hw2 engine. I cant imagine the serious modders will be interested in modding hw3.
Emm, outside maps and ships (and weapons I presume) - what other mods do you expect comparing to HW2R?
Ships allow total conversions - like Star Wars or Wing Commander mods from HW2R.
It's not like we expect someone to mod First Person Shooter into HW3 gameplay.
Total Conversions add a lot more than just ships and if for example unable to add things like new weapons, new effects, modify textures, change unit behaviors etc then frankly more complicated mods just won't happen.
At moment because left in dark with the details of how denuvo is being implemented can only guess at worst case scenario.
