It should. I suspect their thinking is to keep the code-base the same if you play coop or SP wargames - as it should be, that's good practice programming. Still, they can easily add a toggle for wether it's sp/mp and 'lock' the feature if MP. Currently they don't want to do that, but that's what every game like that says and then they add it.
So suddenly you're building and balancing two separate systems and the more they build off user feedback the more the two might diverge. Which means a lot more work supporting both and perhaps less resources to do other stuff (like supporting skirmish and campaign updates/additions).
So honestly this is one case where I understand why its got a limit on functionality in singleplayer that's identical to the multiplayer experience.
The only part I'd change is the inclusion of saving options or at least the option of a whole game pause (time limited in mp to stop people abusing it) and thus giving people the option to pause and resume. Those would be worth working on that won't change the gameplay itself; but make it more practical because now you don't have to worry about getting interrupted in a run or having to never leave to go to the toilet and such

You're complaining about not being able to pause a turn based game like BG3?
The things people think up to complain about. I guess pushing F5 to quick save was too hard.
