I don't own HW3 so take my advice with a grain of salt, but I'd recommend just getting the remastered edition for 1 and 2, and waiting to see what they do with this for a few months.
The only gripe i have right now with the game is that it feels extremely scripted. You progress by fulfilling objectives. And if you wait to fulfill them nothing will happen, while you can farm resources and build your fleet. It feels like a walk in the park on medium difficulty. Maybe later it will be harder, but currently in mission 6 its just super easy. I guess i restart on a higher difficulty. Especially now that i know it's only a 8-10 hour campaign.
You're most likely better off waiting for a sale and picking up the other Homeworld games here on Steam first.
There is some kind of roguelike-mode you can play in coop(and solo). You can unlock new starter fleets and artifacts to create a kind of "build" for your next playthrough. Doesn't seem to have a story or something like other rogue likes, so i'm not sure it is for me.
I personally found the controls and the pace of the game frustrating as hell, the warning bells were ringing when I played the War Games demo, I should have listened to them.

If you're interested in the multiplayer/mod scene and wargames mode: Absolutely. I've having a ton of fun with it.
The only point i want to make is, the campaign in every RTS is just a starting point to learning how to play the game. and i'd say it's pretty well paced in HW3. I didn't play command and conquer aftermath and SC1 when i was 8, for 6 hours straight a day until generals came out, because the campaign was so good. I messed with the map editor, and played against AI.
This game does not have a map editor unfortunately. But i wouldn't doubt there's a way for modders to make some.
Anyway, i hope that helps.
At this point, ea is almost over, I would just wait till release and grab the basic version, and then upgrade if you like it enough to do that.
