Error - Out of video Memory
I'm getting an error on startup, Out of video memory trying to allocate a rendering resource.

I have a
RTX 4090
i9 13900k
64gb DDR5 RAM

I've updated my drivers and restarted my PC, no joy.

Anyone also have this or have any ideas?

If you want a thorough explanation, it's that Intel lets (and truthfully, they encourage) motherboard manufacturers to set CPUs to insane voltages that aren't stable. If a program takes care to maximize utilization of the CPU, then it can cause a crash because the CPU itself just isn't stable when fully utilized. You can potentially fix this by checking if your motherboard has had a recent bios update meant to fix this. Basically you need to set your bios so that your CPU only uses 253 watts, cause your CPU is only actually fully stable at that wattage. Some motherboards will crank the CPU to around 400 watts. As games have gotten better at using recent Intel chips, there have been lots of instances of people turning out to have CPUs that can't actually take the strain without crashing. Tekken 8 is a famous example, it crashes LOTS of 13900s and 14900s.

If you don't understand all that, contact support for your motherboard and ask them to hold your hand through the process. Do not accept any answer they give you that doesn't involve lowering voltage/wattage.

I have solved it by running Throttlestop and set the power limit to 125W for the CPU. It barely affects performance and the CPU run much cooler. You can set it to the default 253W as well if you want. That should solve the problem.

Edit: The issue happens on all Unreal 4/5 titles during shader compilation since it spikes the wattage to insane levels when it isn't properly limited so it soft crashes. Sometimes you might even get a hard crash with a bluescreen.

As others have said, known issue with Intel 13900k and 14900k CPUs (and lower in their tiers) where the motherboard manufacturers didn't enforce voltage limits as per the CPU whitepaper. BIOS updates are rolling out now, AFAIK, if you're not comfortable going into BIOS and manually setting limits but also, your CPU may already be past the point of being saved. Depends on how long it's been fried for.

I speak from personal experience, on my *fourth* 13900k since November 22.

I get the "out of memory" bug all the time with the 4090 Its $1600 of hot trash.... thanks for the warning, if i see the game do that 1 time ill get a refund. Or not even buy it....

It's not the GPU, it's an Intel CPU issue, as mentioned here. The only solution as of now is lowering multipliers and set Intel limits.

i have a 4090 and intel i9 14900. Go to Intel Extreme Tuning Utility and download it if you haven't already. Start XTU and go to Advance Tuning and lower Performance Active-Core Tuning to 54x. Also lower Efficient Active-Core Tuning and lower it by 1 to 43x. Don't forget to hit the apply button. If you have Windows 11 you may have to disable "Memory Integrity" before XTU can be opened. Once you have done this the game will work just fine, at least it did for me. I've had to do this for several other games that I have played. The default on Intel is overclocking, you need to reduce this down a little. I hope this helps you. Good Luck.

As Frozen says, not the GPU, its the CPU. See prior posts and links. The 4090 is fine.

Check your BIOS is up to date and your RAM on its XMP profile. Some AM5 boards had stability issues due to improper load balance on the CPU (so similar to Intel but not a blanket thing).
