In Tortuga I placed C4 under legion tank, under most infantry squads that are safely away from vehicles I wanted and around buildings I spotted future enemies in. I'd especially recommend C4 the tower near the entrance since there's Templars squad there (ATGM equipped), but it's kind close to the Bradley so it'll probably explode. You can smoke cover your vehicle and just stand there to bait ATGM shots tho whenever you get there.
If you agree to give tank controller to the mayer and go kill them - the AI is not yet fully active, so the attack waves will not start until you pilot the helicopter away. Cartel will become hostile tho. This time can be used to freely disable (1 AP shot form Cartel tank is enough for most of vehicles) and steal everything you want, since you'll explode most of the infantry threat.

The update to that map changed things. The squad in the tower is now RPG, not templars, and the Bradley has been moved back, so you can safely C4 the tower without being worried for the Bradley.
