Report a translation problem
I took a deeper look at previous saves. It looks like taking the Founder units for Mount Tailor is the culprit. I have in armored transports 2 sharpshooters, 1 militia, and the Hacker in a heli mentioned above. All of them are boarded on founder transports, all duplicated. The units that were boarded in vans where not. After the Mount Tailor mission, the other founder infantry is unloaded. That is the point I believe the bug is occurring.
I also believe the game is saving the data of units (non founder) that are still in the transports when they (the transports) get moved to whatever structure you (the developer) are saving them in. The game does remove them from the transport but fails to remove the data of the unit in the transport. It sounds dumb I know. When the units are returned the game sees the data for that unit in the transport and creates a copy still in the transport.
Or I could look at it as an extra six laser snipers, a plasma shotgun and a plasma rifle.
