I just need to known if i am imagining it or does the cartal keep getting more troops.
I swear i killed 3 times the amount of soldiers i have and i am still killing them.

Seems like it. Or at least the limit is very high - most other spawns reinforce in longer and longer intervals, but Tortuga the intervals feel the same for quite some time.

Yes. The moment your T-Force troops come in, the Cartel gets a constant, slow-ish tricke of troops to assault you with. You cannot just wait until they run out of men, you need to fight forward.

Just a piece of advice: Until you send Lucia off with the helicopter, the Cartel does not get any spawn-ins. The attack waves also do not replace pre-placed defenders.

So whatever you can clear with the heroes, rebels and rescued target dummies, the cartel won't be replacing for when your main attack kicks off.

It's actually an even later trigger it seems - after your first reinforcements you are tasked to capture 2 depots that are near the gates. If you capture only one on your way in (thus not completing this objective) - Cartel never spawn anything.

Makes things a bit more managable with a bit more forces before hell breaks loose.
