Yes. The moment your T-Force troops come in, the Cartel gets a constant, slow-ish tricke of troops to assault you with. You cannot just wait until they run out of men, you need to fight forward.
I lost to many sqauds just capturing the prison.
Just a piece of advice: Until you send Lucia off with the helicopter, the Cartel does not get any spawn-ins. The attack waves also do not replace pre-placed defenders.
So whatever you can clear with the heroes, rebels and rescued target dummies, the cartel won't be replacing for when your main attack kicks off.
Makes things a bit more managable with a bit more forces before hell breaks loose.
