In those games you do have a greater control over every individual unit.
You can fx. take manual control of a soldier / tank and aim where they should fire, you still control them in an RTS camera view though.
I have only really played "Men of War: Assault Squad 2", but there are also mods for that game, that ports everything into star wars and warhammer settings.
Apart from that, if you enjoy the engine and the gameplay that Men of War provides, then there is also "Battle of Empires 1914-1918" this is WW1, but otherwise similar to Men of War.
There is also "Call to Arms" again, same engine as men of war, but this focuses on modern warfare, although there is a standalone expansion called "Gates of Hell: Ostfront" set in WW2.
Call to arms is the newest installment and for me it feels smoother to play than "Men of War: Assault Squad 2" and I like the fact that you can actually switch playing FPS, I have played it COOP with a couple of my friends that primarily like FPS and since I mostly like RTS, this is a great way for us to play together and the fact that we can play asymmetrically so I handle the general movement of units and they run around playing hero with a single guy or tank is a really fun way to combine play styles.
You can play the entire campaign coop, along with skirmish and ofc multiplayer.
But it is not a campaign like this one, it is individual scenarios with a minor story points for why you are there.

It's criminal they didn't include it in the remaster, and that it isn't canon :(
But tbh for me the Syrian Warfare - Terminator DFD are pretty unique, nothing else is exactly like them, due to the way of vehicle + crew management.
Terminator: Defiance is essentially "Wargame: Terminator".
They are exactly what you are looking for.
