basically: always put drivers/tank crews/pilots in the high value units like Bradley/Abrams/Blackhawk/m109sph/cartel tanks.
techies can drive everything else just fine
+20% reload speed
+30% repair speed and efficiency

i see no place where it mentioned +20% or any specific numbers
But remember when u increase any squad it will increase the upkeep by 100/ peer unit added
technicians cost 300 supplies but can drive tanks/heli and lay mines wich be used to create defensive barriers.
tank operators can drive tanks and get 20% movement and 20% fire rate.
It's a huge difference in all cases since a truck driver that can deliver ammo 20% faster is a real asset.
or the starter humvee with the minigun, steel armor and a light platform can do wonders.
Another important note is that your Finders units are ireplaceable( meaning drivers, snipers etc) so if you lose them, their movement counterparts are weaker.
thus require huge amount of management to setup everything before after missions
