Ironically Chihuahua was very easy for me. The only threat was the mortal humvee at the right side of the base which I just scouted and blew up with the heavy platform. The major thing that screws you over is freeing the HQ too early and triggering the 15 minute countdown. I had the cartel base overrun with my forces and it took about 3 rangers and 2 guerillas to get rid of all the infantry in all the buildings. They're close enough that house to house storming is actually really easy. Just smoke the central house until you are ready to storm it.
You can also place AT mines directly under the legion vehicles in that mission so they insta-blow up when triggered.
The timer only starts when you free the HQ and the leader gives his speech. If you don't trigger that then the cartel does nothing. The path to the left of the cartel base is also very poorly defended and has like a few militia at best.
TBF I did spec heavily into infantry removal since it was a cartel mission and tortuga taught me that cartel is all about the infantry. Two minigun bradleys and multiple grenade launcher cars, dozers and tractors.

I don't count the outright insult of not letting you resupply at it afterwards as part of the mission difficulty.
but yeah once you got the Gurillas start just laying C4 everywhere, make sure to steal both supply trucks, don't worry the areas that you weren't allowed in prior are now free(except the integrators camp, don't go there unless you wanna die)
Lay as much C4 as you can in particular all the buildings and all of the Watch towers/towers(the towers are a pain to deal with) do the same for the prison, place C4 at every single cartel tank, humvee, vehicle and groups of infantry use it liberally in the supply yard below the slave quarters. Also If the Developers patch this "exploit" then my opinion will be significantly lowered. But yeah, once you have the Skynet tank controller. go up to the top of the mansion, have your guerrillas or one of the movement troopers with you, steal the tank at the gate(or once you move the supply trucks back to the slave quarters, steal the cartel tanks you can and move them all to the mansion at the top of the hill) Make sure to put C4 on the bends with the enemies, especially the one outside the mansion that has a M113, place 2 C4 charges there.
Spend all the ammo supplies on C4 from the 2 supply trucks, once the cutscene where the girl tells the Mayor her true intentions is done. Pause the game using the space bar, go around the map, and spend like 2 entire minutes clicking every single C4 Icon. Blow up every single C4 charge you have, yes all of them I would place one at the Skynet tank as well since it will instantly kill it, make sure you have placed a bunch of C4 and I mean a liberal amount at the place Miguel is guarding, especially the 2 artillery Humvees.
Then watch the fireworks, rush the damsel to the copter, use your cartel tank, 2 elite soldier boy squads and transports to go down the hill(if done correctly you should have like only 1 or 2 guys on the entire hill who die quickly when you focus them down) you should face little or no resistance.
when your reinforcements arrive they should face less than a 5th of the resistance they otherwise would have, drive your units in there ideally you should have the Bradly, the tank(which comes once you take those first objectives should be a bit later)
and a bunch of APCs, rush them in, deploy those troops, kill every single ♥♥♥♥♥♥♥♥ mother ♥♥♥♥♥♥♥ ♥♥♥♥ who dared to question you not being bad enough to break. T bag those Cartel Goon corpses then move on, however, be warned if you didn't use enough C4 there will be a huge concentration of enemies that gets even more brutal the closer you get to the prison/rear of the map. ideally, have your units push together, have your tank go in first, Bradly behind them. Use Millita squads to protect Luiz(Also put churches and Mason's squad in the same building he's in) DO NOT I REPEAT DO NOT, use Millita Squads to try to clear buildings, game doesn't tell you this but Millita squads are ♥♥♥♥♥♥♥♥, do not use them, send them to die in a foreign land on purpose because they are terrible. HOWEVER, they also are expendable replaceable human beings. So Its best to use them to guard buildings with a big LOS, pile them in with a Heavy weapons crew or 2 inside buildings you want to be defended, and make sure that there no easy way for enemies to get close since Cartel troops have a High/much Higher CQB stat that otherwise remains hidden unless you use the Encyclopedia, it can be accessed by hitting the ESC key.
Hold the hell up, you can do it WITHOUT starting the revolution? I've done it a few times and did it many different ways but doing it without a revolution this is news to me
I can say it was fun, but I did lose lots of menpower, but avoided squad wipes as much as I could, i had like 9 squads of single men in the end and had 2 squad wipes, nothing important.
I did lost an bradley with era armor, he was doing great, but on the last building several atgm shot at him at the same time. I almost lost big bob, just one figure survived.
I also realize I could call more reinforcements after freeing the prison, I was really sad because the abbrams could have been a lot useful, like the 155 artilhary the blasted the last enemies into oblivion.
I did call two light artilhary plataforms to help in the first reinforce wave and one supply truck that they used 10000 suplies alone.
My strategy, without cheesing was:
Buy plasma shotguns. (300 pesos)
Entered all builinds to get all quest, paid 21 for the help of those snipers.
Won the first arena fight, killed the furies, lost 2 members of the black dude squad.
Got the laser sniper. from the ground, Bought the plasma light machine gun.
Won the bar fight and the main quest fight.
Reinforced (300 pesos)
Win one more arena fight, always betting on 15 seconds.
The last one with two spiders they said on this forum that if the hacker and the girl you can do it with 15 seconds, that is a lie, they dont help at all, even if you use emp on them, just bet with 30 seconds.
Now you have 8000+ pesos.
Bought the laser sniper, left on the ground so one of my ranger squads can get it later. Because I already had one.
Freed the prisioners killing the guard during the firing drill.
Joined the cartel, did the arena fight and the priest quest.
They gave me the hacker, with the 8000 pesos I got the tank controllers.
Now it the trick part, the one that must be done with precision and several attempts.
Give the supplies to the resistance, tell them you can get to the chopper because you have the controller,
Get all vehicles in the front that have are abbandoned and take them to the resistance HQ.
Do the arena fight, infect the sniper with virus, this is important, because if you dont to that, when your reinforcements arrive, they will be sent into oblivion, too many enemies at the gate, they will move to kill the integrators and stay there. I did captured the bradley they moved there, but it is a rust one and it have a lots of bebuffs before you end the mission and repair it. I did this laters.
As soon as you win the arena fight, I used a captured truck, driven by the snipers and with the hacker inside, your don't put the hacker out to hack the spiders, just drive in close to the spiders and it will trigger the cutscne to hack it, but not yet.
When you reach the entrance of the governor villa, dont talk to the guards yet, hack the spiders, now it is the 900+ IQ move, run with the truck as fast as you can to the arena entrance, desmount everyone, place them on ambush mode and run inside the arena with then, they are safe. First time I did with a humvee, but they board it and use it against you, so it is a waste of a good humvee, just use a supply truck that they won't get it back.
Now, there are 2 fights happening at the same time, integrators camp, those spiders will soon start attacking and you won't give the controller, kill all the guards, grab the light tank,
Now is the hard part, reaching the top of the the villa without major causalities, all buildings have RPG squads that will end your vehicles life, outrange them, kill the vehicles, smoke and assault each house.
Of course, save several times, this game really needs more quicksave slots, it only have 2.
The worst part is that I reached the villa with no major loses and the light tank shot and missed an infantry and killed the chopper, it was funny but also frustating.
After you get the choppers, the rebelion wiil start, you get and ATGM truck, rush the big buildings near the train station, several infantry will occupy them if you dont do it first, they are very hard to clear, but it is harder for the enemy because you have militia with plasma rifles and heavy squad with .50, place a supply truck near it, and park the ATGM van on it, because several light vehicles will come.
There is a cheese part that I didn't, if you use the cartel tank, it has the power to set all light vehicles on fire and you can capture them all, I see people capturing a huge force on this map!
The trick part is advancing with you forces, but that legion tank will clear the way for them, but don't be greed, deploy your light artilhary at the front, clear the entrance, clear the integrator camp, use infantry to check for suvival theres, because I did lost the hacker trying to move them from there, and there were hidden infantry.
Regroup with the legion tank, take the central square, move the light artilhary to the central square, now it is the long and ardeous part, where your bradley and legion tank, with artilhary support will clear a lot of buildins, that you will occupy with infantry so they can detect the next buildings that have infantry, if you move with tanks first, they will be ambushed.
When you are close to the prison, but not close enough to trigger the prison quest, flank far right with snipers on hold fire to spot the mortar humvee, I did it with kenzo. And killed them with the m113 ATGM, but any atgm will be good enough.
The prision quest triggered, but I was able to save it just losing two squads, and now I realized I could call them and the rest of my forces with call reserve, didn't notice before clearing the prison.
Now, with the 155mm artilhary, more supplies (yes, I did use all I had on the map) I could blast the last strong hold into oblvion, but I did captured nearby buidlings to spot it of artilary and the CPU did storm the buildings back, it was funny and maddness, I hard to run and and ATGM got my original bradley that had ERA armor and did most of the kills with the 20mm rotary.
Hack the spider droid in the arena. Get the controller chip, then head up to Luiz. Start the dialogue and it will teleport everyone to the mayor's gate. Instead of handing over the chip, say to hell with it and kill everyone there especially the guys running to the empty cartel tank. Claim the tank and fight up the hill and kill the mayor. Don't send Carla in the helicopter. Just keep her near it.
Now the map is hostile but because Carla hasn't left, the revolution doesn't start and no reinforcements from the Cartel. Use the cartel tank, the units from the firing range and whatever commandeered vehicles you have and start clearing the map.
Not sure if you get victory conditions though as i usually don't actually clear it. I just take the prison then start the revolution. I want my reinforcements to get some xp as they are my main units.
But it's very annoying, feels like it's wasting a ton of time and imho doesn't fit well into the game.
I know perfectly well what they were trying to do, I just feel like it doesn't work out.
In any subsequent playthroughs, it's the only mission I'm not looking forward having to replay.
I never am looking towards it as well.
