Even then you should never do trading trips. Grab the supplies and move forward without improving your army.
The other option is to just hexedit the needed supplies to move forward. (did that the first time I hit that softlock).

It's basically using any hexeditor (I'm using ImHex), searching the string value you want to change (e.g. your supplies) and change them to whatever you want.

During closed beta testing, we did not encounter such situations, with the exception of cases where a player chose Goodwill points instead of Supplies as a reward for a mission, while having a lack of Supplies (this option is left for those players who managed to accumulate excess Supplies in previous missions).
2. You can significantly reduce the consumption of Supplies in custom difficulty options, start the new campaign with this difficulty and load your old save file from the strategic map. The consumption will decrease, according to the new settings, and you will be able to continue your current playthrough.
