The normal rocket attacks (a few rockets and a big circle for another pass) are there to conserve ammo and keep the heli safe and out of range of return fire (as long as they start the pass over your lines). It's alright if you don't wanna babysit them but if you do micro you can get more faster out of the rockets.

5: they only do circling attacks with the rockets, if you disable it they'll engage while stationary. You can also force them to fire more rockets before beginning to circle by having it disabled, positioning them looking at the target and then enabling the rockets. There also seems to be a minimum range limit for rocket attacks.
My pilot also has AT mines skill to add the fun.
Is going "All-In" on Helicopters a good or bad idea? Or to put it another way...
How dangerous and frequent is the enemy AA?
So far I only got one chopper and I consider to go for more.
Another downside is that heli will burn a ton of fuels if you do not land them.
AAA is common they become more common as the game progress and helicopters are fragile.
Against most things with micro you can outrange them with the rockets, or overwhelm them with minigun fire (infantry in the open).
Once the dedicated missile AA shows up it'll probably get dicey, especially for Hueys.
Helicopters shine as mobile firepower against a known target or rapid redeployment of infantry. They're not line vehicles.
Pretty sure you can't really go all-in on them unless you cheese supplies and move back and forward between markets to reset their inventory, you can get 2 Hueys normally until Oklahoma.

They automatically fire ATGM's at air targets within range anyway. ^^
