How do you use the tank controller in Tortuga?

I cannot seem to figure it out.

Once you can call Reinforcements you have to capture the entrance area. As soon as your troops "spot" the tank then it will be activated.

So Join Cartel -> "Visit" Major -> Capture entrance with army -> take any unit to the tank

You don't have to wait for reinforcements to get the tank. I ran down with the squad equipped with all the plasma weapons I've bought from the dealer before, freed the civilians on the southeast of the map and then went to the tank with the help of the raised forces there. Don't forget to supply the militia because they will have no ammo initially.

I done it, it triggers when you get to the part where you gotta take the town square,
