How to use militia?
Honestly they just drop like flies and can't hit anything themselves - I saw a full squad of them fighting 5 homunculi for the ~5 mins and they even lost 3 people, shooting god knows where most of the time. Are they supposed to storm the buildings under the smoke cover, be thrown at anything to slow it down with bodies, and sitting in different vehicles with shooting spots (vans, trucks, armored personnel trailer and stuff)?

Since they are rather useless to even hold the buildings with them it seems, only adding to confusion of repositioning to the other squads in buildings.

Which militia exactly?
I personally use garbage infantry for tanking, right, provoking enemy to attack them in buildings nearby, after I strike with main forces with less or none damage coz of no focus

The 8 guys with only assault rifles. I suppose they are the garbage infantry, since I call them that as well.
I guess I need to be more agressive with them to make them at least somewhat useful. Too attached to not loose people currently.

If you mean the movement standard infantry you need to upgrade their initial weapons up from the single shot crap they start with.

Oh. OH. I didn't understand that they have single shot weapons. I'm bad with guns, so gun names do not tell me anything - kinda like I don't know the armor and class of stryker and M113 for instance, but game files seem to indicate that m113 is a "tank" while stryker is a "car".

Yeah basically if you want to use them you'll need to spend 300 goodwill at a trader for better weapons.Honestly though you're better off using the rpg squads unless you need to storm occupied buildings.

Yeah they start with AR-15s. The Civilian Version of the M16 which is only semi automatic. The M4s (A carbine version of the M16 basically) you can buy for cheap are a easy upgrade for ANY unit, but especially the Militia since thats all they got.

Don't waste goodwill points on them, ar15 -> m4 will make no difference =)
I try to save everyone as well but to make any use of them is to force them to tank damage cause they are worth nothing else

the main draw of militia is that if they survive being used as suicide squads they can be "disbanded" for manpower to reinforce your better units

They are not even good for that, honestly. If you "sell" them they usually give you goodwill points to hire more people then they have. Like if you disband you'll get 8, but if you sell and hire manpower - you could get like 20.

either works but yeah your probably right on that front
I have no idea, but i have 1 squad for bulling them.

The idea is to level up them to maximum and find hidden potential, but so far i hopelessly stuck at lvl 2.
But now they have 9 men and grenades. And Laser rifles. Maybe they will be worth something...

When it comes to militia I often use em as bait or hold strongpoint units. Combined with rpg, weapon team they can hold while your founders units assault to acquire another strongpoint on the map. Example, during oklahoma my Movement units held an area around the main spawn point while founders were doing quick mechanized/motorized assaults around the city. Use em as anchors, get enemy attention with em and your other units flank and destroy.

They are basically cheap cannon fodder.or "Filler material" for suicide Missions

Get rid of them as soon as possible as you have the chance to do so

You won't get good new founder units until Oklahoma City. Hence you have to make it with what you can get until then. A vet Militia Squad can do good against Humunculi Assaults when inside a building.

Could it be that you mean it the other way around? Im no expert but I believe the strykers armor is more resistent (and thicker?) to both 7.62 and 14.5 mm ammo. Not sure if this is represented in the game though. Although both syrian warfare and its predecessors seemed to be fairly accurate when it came to these things so probably in this game as well.
Pretty sure the stryker is supposed to be more durable than the m113
