Prime example is the T-1000 didn't need Plasma Rifles but the T-800 did. T-1000 was in very early development phases by Terminator 2, which the future war was set around 2029, so it hadn't been mass produced for battlefield yet, was strictly a infiltration unit in its early days. Then if we look at earlier Skynet models they didn't even use Plasma rifles, the T-600 used ballistics.
In the Dark Fate timeline, Rev 9 was just starting mass production around 2042. In Defiance the game it takes place around 2030s and Rev 6 was the mass produced Terminator. The Founders/Resistance were still using mainly ballistics but over the course of the game start using Plasma technology. So for Legion Plasma is it's current technology level..
So the main discussion/response to you is the Legion level of technology you're talking about from Dark Fate the movie (2042) hasn't been developed yet. So Plasma was a precursor technology.

Rev 6's are not the current mass-production model. They are the current bleeding-edge model Legion cannot mass-produce just now.
