Is the last Sniper Rifle post game? (And WHERE is it?)

I've done every single scan on the main game and I didn't find it anywhere. But I would like to use it during the postgame grind.
If you know which scan gives it to you, would you mind helping a bro out?

Scan in snowy or fire location, I don't remember exactly. You can find it when you replay scans after the final boss

Just found it by chance. It's in the Advanced / Redo Scan of "Fuel Depot", which is in the transition region between Tree Region and Ice Region.

Apparently you have to full clear the game also. I have killed all the bosses up to and including the butterfly but haven't gotten to the very last artifact yet and my rescan clear of the fuel depot didn't give me anything.
