This one is a video on a loop of a waifu with some idle animations (and if it's like the mobile version, she puts on her headphones if you play some music... given you allow this to monitor audio output). And you could say it's free, but that's not the best hill to die on when WE is very cheap.
also, there is a free version of wallpaper engine, since looks like to be based on a open source software, the difference is that you dont have the steam marketplace
NOva is a free, video wallpaper with random bits being played for the illusion of interaction while Wallpaper Engine is paid (and really cheap) and allows you to add whatever from the community workshop (you could even load Lumi herself if you happen to get these videos) or if you have the time and patience, make something yourself and even share it.

Sorry for necro'ing this post but I felt the need to clarify this point. Wallpaper Engine's performance is based on the wallpaper you're using, this is very heavy because of all the effects they added but most wallpapers are usually as light as Lumi or even lighter depending on the wallpaper used; you can also customize it to limit frames or quality if your performance sinks too much.
