You unlock Reborn at the last unlock 8/8.
This is for 2 reasons:
1. Reborn adds a lot of complexity to the game so it's better for Reborn to be unlocked later on when the player is already very comfortable with the base game.
2. Reborn requires Surge (unlock #7/8) to work.
Then you Reborn from the campfire. It can be done starting from Act 2.
Reborn:
-What it is: Changing of heroes and where to find the information for each hero
-Limitations: Once a run. Only Camp fires. Act 2+. Cost. Unlocking.
-Relics: I believe there is one that makes it so you can reborn in act 1.
Also, I believe you said that the mechanic is game changing enough to lock behind level 8 unlocks and this would lead me to believe it would warrant a place in the Guide Book. Surge didn't get it's own page but I do see it in the Glossary. Would this be a more appropriate place for such information?

Shop. Can buy heroes for random value between 65 and 95 gold. Rares : X to Y gold, legenary Z to A gold, heirloom B to C gold.
Campfire, same thing. tons of stuff to explain
Reward Rerolls, same thing. tons of stuff to explain
Passive Swaps, same thing. tons of stuff to explain
Relics Swaps, same thing. tons of stuff to explain
And so on, and so on... the guide book would be terrible to navigate through if everything was in there. Why not instead just give you the information when you need it. In this case, when you are at the campfire (you can see the Reborn Button, if you are in Act 1, it says "Reborn unlocks after beating the Act 1 boss") Then inside of the Reborn panel it explains what Reborn is and its cost.
