Questions about surge and energy

Im a bit confused about how or if character's abilities with energy and surge interact with mana regen. Does a character who uses energy only cast their ability once you Surge? Sometimes their cast ability doesnt actually say ''cast on surge'', so does that ability then still depend on mana like everyone else?

"on surge" effects triggers when your surge level rises, thats usually bonuseffects of abilities. The ultimates proc on mana. Getting surge builds to work seems to be quite difficult......it's extremely item dependant. Might need some rebalancing. only the tank is currently really worth it for general purpose builds.

i see, thanks. I wasnt sure if it was worth keeping mana items on a energy character.
I have had some luck with them but now that i think about it yeah the combo was item reliant, in particular combining the support surge user with the lady who AEO heals, the surge user gives mana regen and the AEO healer had an item that gave energy for every X amount of healing done, kind of both feeding off eachother. Also the warlock surge user's spell (summons the booki) can hit very hard. Sorry i dont pay attention to their names.
