Blue Crate loot is 100% random, you could get a ton of Microchips, or you could get absolute crap. In order to maximise your chances, it's best to save before you look inside a crate, then if you don't like the loot or there is no Microchip, you can then reload and try again.
P.S. In some ways, you are right - if there are no more blue boxes left on the map, there is simply nowhere to find blueprints. It remains only to cheat a little ...)
Open the save file and add some parameters to the "unlockedGroups" section. For example, I have it looks like this: "unlockedGroups":"MultiToolMineSpeed1,HudCompass,BootsSpeed1,ScreenMap1,MultiToolMineSpeed2,MultiToolMineSpeed3,BootsSpeed2,BedDouble,RocketMap1,BootsSpeed3,Jetpack1,Jetpack2,Jetpack3,Destructor1"
Respawned? ... in old areas (original map) that I've already explored.
I deconstructed the blue crates that were there a long time ago.
This is not including the new blue and gold crates since the update.
I have found a new gold crate in the canyon, along with a couple of blues,
and a new gold crate in the old map area in the southwest (just outside the osmium cave)
okay I don't really understand this "save" method.
I found a crate and looked inside, and found a chip.
but i didn't take it.
I saved the game... then took the chip.
Went all the way back to my base only to find the chip was for Mining Speed.
So, I exited the game (without saving) and reloaded my save.
Opened the crate, took out the chip, walked a million miles back to my base,
and opened another Mining chip.
Did it all again...seven more times...wasted an hour...totally frustrated...seven Mining chips.
Gave up and played World of Warships...was much happier.
Is that the correct method to finding a Jetpack?

You save "before" you look inside, because if you were to save after the loots already been decided then that is what you'll always get.
As for the Microchips, I collected seven of them, and when I saved before decoding them, and the results of two to five Chips were different every time, which is consistent with the games determination rates.
set 1: miner 1, agility 1, compass
set 2: mining 2, agility 2, double bed, mapping, gps satellite
That's all I've done as I haven't found any more blueprint chips so will have to start a new game which I don't really want to do. I don't know what's in set 3 or how many sets there are.
So if jetpack is in set 3, you will never be able to get it until after 8 decodes in order to complete the first 2 sets.
disclaimer: while my testing may not be exhaustive, after an hour save-scumming individual decodes multiple times, I feel pretty confident of my results.
i've had the same experience.... it seems the chips are in a sequence and the jet pack in near the end of the sequence... i just got the double bed and mining speed T2.
