If you search for the game in the Visual Novel Data Base (vee in dee bee dot org) you can see what versions of the game exist and sometimes even get a link directly to the patch on the entry about it. Then you don't have to wait for Valve to approve the post with the link in it.

is there a way to know if the patch is being applied on game after i install it? before going into routes?

go to setup, you should see "H scene animation" in it if the patch is applied
