what is the progression loop? level cap (if any) , perks? Passives? How you craft your characters in powerlust?

There are 50 levels, you get mastery points and talent points from them.
After that there are legend levels that only give you 1 mastery point per level and 1 talent point per 10 (maybe it was 5, not sure) levels.
You can spend these points on masteries and talents to build your char. Higher mastery levels make your abilities better in various ways (described in the spell info, for example 3 projectiles instead of one, faster cast rate, etc.) and also allow you to upgrade your spells more.
On lvl 50 you get access to a legend mastery, which has very strong talents that scale with your legend level.
Other than that the biggest part of your build are items, sets and legendaries impact the build a lot.

Sets are super strong, but you can also get similar results with the right combination of legendary items.
