Anyway, at the top, there's the 10%, 20%, 30%, ... , 100% options; those "invest" that much Delta Z of your current amount into the Z Reactor.
This obviously reduces your delta Z, and it's why when you first unlock them, immediately dropping all your dZ into a Z reactor will be 'bad' - but that's why there's the different percentage options (you can invest only say, 30% of your delta Z into a reactor to get some bonus from it).
The Efficiency of the reactor is how much delta Z is invested, and how much it can hold. This does mean that eventually you'll max-out how much a reactor *can* hold, and still have delta Z left over.
Under the Efficiency is one Level - the cost is in total Z to level up a reactor. Leveling up a reactor increases how much delta Z it can hold - which means you can further increase the bonus it gives.
In the bottom right corner is the more 'over time' info - though it does tell you what your current bonus is from the amount of delta Z invested. Over time, based on how much delta Z is in the reactor, it will gain passive XP and gain Reactor Levels, which will increase a passive bonus (whether you have delta Z in them or not).

I would say only invest 10% into each of the reactors for now - and wait until you can grind Gamma in Battle Spiral for more delta Z bonuses, before you really bother with trying to max out each of them.
The Reactor E and S will most notably take more than 1 Decillion Z to max out their level; you're not going to get there any time this century at only 64 delta Z - you *need* Gamma battle spiral to really max out reactors.

There are exceptions to some of this at higher Tornado Prestiges - when you unlock Reactor EXS and EXL around when you unlock Theories, they take Z to upgrade level, but you invest battle spiral XP into them instead of delta Z.
Reactor L turns points into line multiplier +%, at a factor of {invest}^1.8 / 25000 so you need about 277 to see a single percentage point, but only 407 to see +2%
But yeah I wouldn't invest more than 30% of your gross total (note: investing 10% in one reactor and then 10% in another reactor is actually only 19% total investment, as the assignments are based on the amount available not your total) and it's probably not worth leaving anything in L unless multi-line mode is active (and also use the blue dotted line).
The invested points also contribute exp to leveling the reactors which will give them an always-on passive effect, though usually a very tiny percent (R is 0.5% per level and I'm at reactor R level 39, having maxed its capacity upgrades; I only just hit the capacity level cap yesterday, though I've been up at ~80 for a week and its always full).
Eventually when you get to the EX Reactors, those actually use your battle spiral exp as "fuel"
