Is there a way to access the cheat menu via the Steam Version now that the game is out?

If you are referring to the in game cheat menu, no. That is only available to patrons supporting the game with a monthly donation.

You'll just have to dig in the Json files if you're not a Patron of the right level.

Or you can try RPGMakerSaveEdit which allow you to modify your saves.
