You are labelling it incorrectly. Games that don't support keyboard actually have this notice:
'Notice: <Game name here> requires a controller in order to play. Playing with a keyboard and mouse isn't supported.'

You need to label your game with 'Full Controller Support' to avoid losing customers. I don't want to find out some of my controllers don't work. Please hook your game into Steam Input API to cover all controllers, thanks.

We are sorry for our misscommunication. The game will only be playable with a controller.
When we saw the "Partial Controller Supprt" tag we understood that both options were available, as it had allways been, but the reason it is this way is because Steam has changed the form about that support. So, we've tried to say that a controller is required, but in the form we have been honest and we can't say that controllers other than the Xbox controller are fully supported, because we do all our testing with the Xbox controller. We know that players use other controllers in our games with no problem, but as mentioned, we did not want to respont to the form with false information to get the "Full Controller Support" tag, and for this reason, the Partially supported tag.
