Both questions are the same answer. The quest for relics starts in Balarsk. It will tell you to take a road near the mine that goes northeast. Follow that road (it's very long and somewhat perilous, so be prepared). You will find ruins a long the way with parts, as well as a small town with a part, and further from the town you will find a ruins with lots more relics, and the jeep chassis, also one more ruins slightly further than that.

I also recommend bringing some tires. There is a towbar at the chassis but no tires along the way afaik. Some of the relics in the ruins are very easy to miss so be thorough.

There are several unmapped roads. Start at the mine-mountain in the Northeast and look for a road that forks off from the road near there, headed East.

yes it is at the very end of that road, just past the little town thing. The road Ts at that town, and continues north from there.

I went to the iron mine and found a road that leaded to some shipwreck and other ♥♥♥♥. I don't think it's this one

vehicles I know; there is the start truck... ok. There is a red dorky car that can be bought (don't) There is the blue version of same car that can be pulled from a barn at the X near the oil field. [ MOST PARTS FOR ALL VEHICLES CAN BE OBTAINED BY SCAVENGING RUINS].
Chassis of red truck can be bought at the northwestern city, next to parts shop at northeast corner of that city. Red car can be obtained on the northwest coast. Start at the iron mine above the northwest city and follow the road from there. (actually it's easier to travel cross country north from the city because the road to the iron mine is awful...) There are a pile of wrecked cars at the end of that road, the red car is behind that pile. And we have already discussed the green truck in this thread...
