The same happend to Age of Empires 4. Everyone was hyped as hell at release day, but than the players realized many core features are not added yet (including hotkeys, ranked mode) and it was a litte bugfest too here and there. Also many people were complaining the game with StarCraft 2 and why they haven't adoped all the best features already from this game at release. However they didn't and while the game is getting better now after 1 years, the playerbase is not coming back anymore. End of the story is, it took to long and the pros still playing StarCraft 2, because it's the masterpiece of RTS.
I hoped MV would be a free alternative to Smash, but it's not. The Battle Pass is trash. There's nothing for free players.

its published by their games divisionm, and we dont know how well funded the team is
I spent a lot more time on MK11 and I think the reason was the competitive scene buzz around it makes it feel worthwhile to invest in continuous practice. And all the modes for unlocks. This game just doesn't have the high level competitive players interested. SonicFox moved on to a different game called SkullGirls. Most of the big tournament names are still working MK11 for 90% of their stream time.
Even being casual, when I want to get better at something I usually tune into those guys to look for new combos or types of strategies I'm missing. When they're not into it, that element is missing too.
Not being part of Evo this year is probably another blow for drawing in high level players which in turn draw in others. So you have mostly just folks playing for fun. Which on Steam is just until something new or more interesting comes along.
