Tips.
I'm just straight up horrible at this game, W:L ratio around 2:8
How do I improve? Nothing I've tried seems to help.

believe in yourself

That largely depends on multiple factors. First, your character. The difference between high tier characters and low tiers in this game is abysmal, so that can be something to think. And there is always bad matchups also. My advice would be keep playing and see videos of pros playing your character to start understanding the potential there. Eventually, you'll see that you can not only improve your individual skill but also read others movements, since thhe players have so much alike playstyles

Try to play neutral. Watch your opponents before you do anything because a lot of players will mindlessly charge at you aggressively.

What character do you use most, and are you looking for 1v1 or 2v2 advice? Are you wanting matchup specific help? Both modes are very different and any advice I could give would vary on quite a few things.

Yeah, in higher ranks on ranked mode, ppl usually play neutral. I personally dislike this a lot, but it seems like a good strategy because you can make them waste dodges, some moves on this game are so in short of punish that jumping in becomes almost never reliable and your character may not always be a good all in type

Honestly I've tried every character recently with minimal changes in performance in both 1v1 and 2v2, ranked and unranked.

honestly the issue might be that your stretching yourself to much, pick a handful of characters that you really like the kits off what play styles you like, example I like playing some of the more zoner kind of characters like marvin and bugs.

then other part might be a bit tough to get going but when you find a opponent that is a close match or fully whooping you, try re matching them a few times (assuming they don't auto leave), even if you don't end up getting a W against them in the end practicing with people that can challenge your skills will make you learn, even if its just improvements on your reaction times of things

Tried the advice here and got worse.

What advice did you try? Nobody here really said anything. One guy said to play neutral, but you have no idea what neutral is and he didn't explain it, and another guy just said to watch pro players.

Actually find a main that you feel like you can live with. Start learning the cheap BS they can do because everybody else is aiming to do the same to you. You're not giving ppl here much to work without stating who you play.

I would say pick a character that's actually fun for you to play in therms of how they feel (or a few characters), and then watch videos online of people who main those characters to see how they play them, which moves they use in which situations, how different players play them differently or similarly, etc. That helped me get better at several fighting games.

Who they play is irrelevant, you aren't going to get far by spamming "cheap BS". When you face someone who actually knows how to play if you just spam "cheap BS" they'll beat you because they actually know how to play.

Your idea of "cheap BS" is very low and extremely basic.
Jason has extended combos on 0-20% opponents with side normals>down normal>up special before he really ramps up knockback with dmg. And even then side normals>up special confirms up to high %.
Harley can up normal out of side normals to confirm up air confetti for setting up burn.
Smith can confirm down normal after 2 side normals but can only confirm up normal after 1 side normal, which leads into up air.
These examples are just the middling part of "cheap BS" characters can do. Actually learning when to use character's best buttons comes after.

No he doesn't. He can do FT FT DT for a measly 12 damage (pathetic) but UPB isn't true at 0 or at 20. Even if up B was true, 24 damage is not impressive damage, that's pathetic for someone with Jason's framedata and stats. Characters like Joker & Batman can deal 40-60 in a single combo.

And if you just do 3 forward tilts in a row, that's 17 damage! You will do 42% more damage by just mashing the game's autocombo instead of using down tilt!

17 damage is really low.

Only sometimes (not sure why it's inconsistent) but 15 damage is EXTREMELY low. You will do more damage if you just do the normal three forward tilt combo!!! Three forward tilts in a row is 16 damage with more knockback!

19 damage is really low.

You're basically saying "Shaggy can confirm forward tilt 1 into forward tilt 2 into forward tilt 3 to deal 12 damage. What is this cheap BS?!".

sorry but if that's your version of cheap bs, that's a skill issue on your part, not on the character, the only reason any of those should kill you from 0-20% is if you just took your hands off the keyboard, even if you get caught up in those kinda 'combos' pretty much all of them have points that you can dodge out of them and follow up with a punish
