Actually, in rollback netcode it does.
Basically, rollback is trying to keep all game states in sync. That means it can only run at the slowest person's framerate. Which means, if one person is lagging, then the game slows down for everyone. Your framerate will still say 120 or whatever, but it will feel like sub 60.
Try playing in exclusive fullscreen. Not borderless.
It's insane how badly optimized this game is. It wasn't this bad in beta, and I know Unreal Engine 5 shouldn't be struggling to run a 2.5d fighting game.
Incompetent developers then, incompetent developers now. Nothings changed.
